CHINATHE THIRD REVOLUTIONGreat Scientific and Technological LeapChina intends to definitively assume global leadership in AI. This is the main objective of the Fourth Revolution. At the same time, it realizes its dream: when China rules the world. Since 1949, the People's Republic of China has been a constant presence in the analysis of international politics. In the post-Cold War period it can be said that the country has become a mandatory reference for any reflection on the distribution of world power. With long-lasting economic growth and a rigid political structure, China entered the twenty-first century as a model of singular state closely watched by the world. The remarkable economic growth of 7% a year in average in the last decades has caused many fundamental changes in the country with repercussions in the world.Besides marking the consecration of a capitalism in which the State and the Communist Party define the strategies of survival not only of the proletariat and the peasants, but also of the entrepreneurs and investors, China has come to face several problems common to the great countries of the western world : growing, a significant increase in migration from the countryside to large urban centers, the formation of administrative, military and business oligarchies, and the inevitable growth of the differences between rich and poor.Fourth Revolution is a work about the inexorable rise of the Asian Giant to the status of world power. What was the strategy adopted by the Chinese state? He placed globalization in the service of China's world power project; and did not put China in the service of globalization. This strategy I call proactive insertion in globalization (in the global expansion of capitalism). Thus, China has become the protagonist of globalization (Global Player). The present study intends to deepen this thematic relevant to the direction of the system during the current century. This strategy posed the question of state autonomy in the context of globalization. Due to its amplitude and its effects, this autonomy has shaken one of the main postulates of the last decades of the transnationalization of capitalism combined with the compression of time and space induced by the revolution in communications that would have submerged the state, stripping it of effective sovereignty by limiting its capacity intervention. This thesis has known many versions (liberal, neo-Marxist, etc.). For these versions, either a reconfiguration of the state, converted into a mere agent of the process of internationalization of capital, or the construction of new structures of dependence inhibiting its autonomy would result. However, China sought a third way between western capitalism and the system of planning, power returned to the east, not to the West. This was particularly the case in China. The Chinese experience has taken a new direction: dystopian scenarios. Read more
